either he does like you he is scared to tell u so he flirts and stuff to let ya know... or he is just messing with you and making u believe he likes you to see if u would really ask him out...

you can only know the correct answer to this question by asking that boy himself if he likes you. or you can just tell him you like him and see his reaction.
maybe he really likes you and that's why he is behaving like that or it may also be that he is just leading you on and wants you to think that he likes you. just go and talk to him. everything will be clear. and by the way you are too young to have a serious relationship. so please be cautious before you commit yourself to anybody. this is an age where your likes will keep changing and so don't get into a serious relationship. my sister has the same situation...
there is a boy the say hi, flirts, and smilea at my sister all the time...
but i found out he has 3 girlfriends...
so be careful that boy might have a girlfriend or more!
