NTSC sometimes referred to as " Never Twice Same Colour is the oldest and worst because it suffers from colour changes with differing reception conditions. PAL ( Phase Alternating Line )which is a later and better system averages out and corrects any colour changes that have taken place , this correction is done on a line by line basis . SECAM is a variant of PAL used mainly by the French , it is arguably as good as PAL.. There are no repair issues as in modern CTVs all the colour processing is done inside a chip .

As a TV repairsmen i have to say PAL is the best...NTSC has less resolution,and SECAM looks a little denatured to the eye.
Plus PAL is the easiest to fix and maintain.

I've worked on TVs for a long time, and this has never been an issue, because for the most part, depending where you live, you don't have a choice which one is available.
USA - NTSC
France,Russia - Secam
Europe - PAL
