I get people coming into the pet shop wanting to adopt a free parrot lots of times. I will not give away a parrot to anyone who is not properly educated or does not have the funds to care for one. I send parrots to a bird foster home or sanctuary to be rehabilitated. I own 3 parrots, 2 of them are rescues and it is a lot of work to care for them properly and give them all the attention they deserve. Having a parrot is like having another spouse or a child. When it screams, you cannot just put it alone in a room or hit it. Parrots are meant to be a lifetime companion.

Google the Parrot Society of Los Angeles- Adopt a parrot there...you just have to go to a few bird care classes.

These animals are expensive. To get and to care for. You are going to end up paying something for one. And if you are not willing to pay, why are you getting a pet in the first place. Once you have one, they need food, vitamins, toys, all that costs money, and don't get me started on vet bills. At some point you will need a Vet.
For less expensive birds try the newspaper, sometimes people have to give up theirs for cheap.
Call a bird vet, they usually know who is looking to give away a bird.

Pet stores have bullitin boards to place your ad
Ask around, work, school, etc.
Owning one of these birds is a lot of responsibility, you should do some research on them before you get one.

There's a bird rescue in Summerland, but I don't know the name of it. I hear it's free. Maybe calling "Birds and Bs" in Ventura would help you find it.
