For the billionth time people, wearing pantyhose does NOT make a guy gay! When are you going to realize this??
If you son is wearing pantyhose, just consider it a phase of exploration and maybe he has a feminine side. I did the same thing when I was a teen and I still love pantyhose to this day. There is nothing wrong with a guy wearing pantyhose and there is no mental health issue here either. When is the sick society going to wakeup and start being open minded??

Nothing! He probably saw Kobe Bryant and other NBA stars wearing them. Not to mention that pantyhose manufacturers are gearing up to make pantyhose for men and are banking on that. Their market is not the small gay market which is really not interested in pantyhose anyway. Tights have many beneficial qualities that are just being understood by doctors and sports people. Pantyhose are no longer just for women anymore and are rapidly becoming unisex clothing.

Don't freak out. Alot of kids at that age are curious and wonder what it's like to wear women's undergarments. It doesn't necessarily mean he's gay. I did they same thing when I was at that age. I wasn't thinking about being with my mom or other boys. I just wanted to feel the pantyhose against my body. I did think about being other girls pretending the hose were theirs. Wearing women's panties and hose is considered taboo and that's what makes it a turn-on. The excitement of wearing them and trying not to get caught really gets the blood flowing and makes masturbation even better. He's probably using the pantyhose as a tool for masturbation instead of using magazines.

Nothing. If you do anything, you will be reinforcing his weird behavior. If you confront him about it, it would be the same as outing him. For whatever reason he likes them, putting the issue in front of him and exposing him might be humiliatiing for him or you or both of you.
Also, he might be acting out a fantasy of some sort. If he has a secret life going on up in his head, it could be a sign of depression, schizophrenia or bipolar disorder. There could be other signs in there like suicide, or he could hear voices telling him to do it.
One thing you might CONSIDER doing is getting him a psychological evaluation. That doesn't mean he is mentally ill, and it shouldn't be construed to mean that he is mentally ill. But it would get you to the point where you could find out if he is depressed or manic or if he is keeping invisible friends in his room, too.
If a psychological evaluation reveals there is nothing wrong, then that's the first worry you could rule out.
There isn't the stigma to transdressing that there was 50 years ago. If there is no behavioral reason for his doing that, then just ignore it and probably he will lose interest in it eventually.
By the way, if your son is 16 and doing that, probably nothing to worry about. But if he is 25, you might be the mother of a gay person, or just someone with an adventurous streak.
He is still your son and you have to be there for him no matter what the surprise is.
It isn't a stigma to be gay anymore. And there are a lot of gay people who never cross dress or ideate in women's clothing. But there are also straight people who cross dress and ideate in transexual fashion all the time.
Before you sit down and ask him, find out what to ask in a situation like this. I would be interested in knowing what you find out.

The thing to do here is get a pair of your well worn smelly pantyhose and make him put them over his face and take his picture and have the photos enlarged to say 11x14 and put them in every room in the house so everyone can see how disfunctional he is, maybe he will get the idea.

I might talk with him about it, but I would never discuss it in a way that would belittle him or make him feel that what he is doing is wrong (that will just isolate him more). Try to understand why he might be doing this from his perspective, it's common for children and adolescents to experiment with their roles it's know in the academic world as "dramatic play." His mother should tie the legs of pantyhose together in very tight knots, that are impossible to undo! So she can be sure, noone will be able to wear them again. She also should tie up pantyhose that are found in his room.
