Why are traffic fines so odd numbers? Example: Carpool - $271 etc.? What is the logic for this?

they are often a sum of several components in the overall fine - court fees, recording fees, the base fine for the offense, etc.

some fines also have a relative speed based component too - such as $X for speeding plus $Y/mile per hour over the limit.

Actually they can make more profits , like buying something from a store instead of one dollar it's 99cents .they can actually make an extra one-half cent on the sale
