Check out the Morman church. Men CAN and DO marry the dead, believing that this increases the size of their family and enriches their "wealth" on their "planet" after they depart. I toured the Morman Temple in Portland,Oregon when it first opened, and the baptistry for the dead was on of the showcased rooms. Creepy, weird and true.

No, not just anyone can marry a dead-only certain people.

I don't think so you need them to sign and a dead person can't sign

Not legally since they can not sign for the marriage license. And personally I do not know of any wedding officiant that would touch that one.
