Semper Fie = always faithful. To be honorable to one's ideals and promises; true to a vow taken, a promise given, and to commitments made.

Theologically - not quite sure what you mean by that.

It's like Mz Jakes says, Always Faithful and it's used mainly in the military; Marines in particular live by that, faithful to the States (their country), their team, and the values of the corps.

Always faithful. Semper Fidelis. It means that you can trust the others with you. A bond of trust so strong you can let your life depend it without any qualms.
