Dogs don't ever understand a name, they understand syllables and vocal patterns. For example, if you dog is named harry, and you get a new dog named larry, they will never know which one you are calling.
A good way to start him out is by teaching him sit and come. Say "name sit!" Once you have that trained in with several commands, he will learn that the name means pay attention, something important is coming. Which is really their name recognition anyway.
Below is my favorite link for training articles. But if your having issues with this and he doesn't have dominance issues in general, you should probably just run him through a local Petco obedience class. Having a live instructor makes this stuff way easier in the beginning than trying to do it from books and articles. :)

The first thing the dog learns is the name you give it .
When calling it have a treat in your hand and when it comes pet it saying good girl or good boy!! and give your dog the treat it will learn that way very fast.

He's a hyper little guy and is still adjusting to his new home. He needs food, water, love, attention, walks, and playtime. Call his name every time before you do anything for him--before you feed him, before you put on his leash, before you let him out, before you pet him, etc. Call his name and then give him a treat. He will learn that whenever you call his name something good will happen.

When I got my dog from the pound, it took a couple of months for her to respond to it. So give him time and keep calling his name, he'll figure it out.

if oyu just keep repeating his name every time you call him then he should learn it quickly but if he is older than like 1 or 1 1/2 than it might take a little longer especially if they have ever had another name! lol

Consult a pet trainer and get into a class where you attend with your puppy. You will learn all kinds of nifty tricks, and it will give you a chance to bond with your new puppy. Koodos to you for getting a pound puppy!!!!

whisper his name and give him a cookie
keep doing that going further and further away .
he will start to listen ,if he can hear you whisper.
if you whistle at the same time .he will also respond to your whistle and you can even add a handsignal
this means he will look more in your direction
in a month,more like a week .he will respond to all

I have a rat terrier too, it takes time to train them but he or she will get it. just be patient

Use a reward system. They latch onto sounds associated with food for example.
