Besides ,steam coming from buildings, rising from side-walk-vents....
THE COLD AIR of NY. CONDENSES, THE WARMER AIR, FROM THE SEWERAGE etc., underground, making it VISIBLE as STEAM.

the steam is from all the angry Newyorkers stuck on the subways below.

Really i think its just how all th hot air underground acts when it hits the cold air on the streets
