Peter was detailing the need for all people to repent of their sins and be baptized in water. They are then eligible to receive the baptism in the Holy Spirit, as the discipled had just received. These are three separate experiences:
1) Salvation (repent)
2) Water baptism
3) Baptism in the Holy Spirit (and you shall receive the gift of the Holy Spirit)
Every man and woman needs to seek to live in obedience and have all three of these things in their life.

It seems pretty straightforward to me.
Act 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Repent-turn from your sin.
be baptized-make a public acknowledgement of Jesus as Lord...usually involves getting wet.
for the remission of sins-your sins have been forgiven.
and ye shall recieve the gift of the Holy Ghost-God will come and live within your heart.

If you are baptized, then you have the benefit of the Holy Spirit's assistance when you need it... I'm pretty sure that's what the verse means.

What's there to explain?
The rising church of that time wanted to dunk more heads in water. It's that simple.
As to why people do it now, I don't know.
I was born alright the first time and I don't feel the need to start all over. I guess some people feel that they can just erase everything by going for a mini-swim, which is fine for them I guess.

Peter the apostle is saying come unto Christ by repenting of your sins and be baptized in the name of Jesus so your sins can be washed clean from you and then you can be given the gift of the Holy Ghost .

The baptisms performed by John differed in purpose from immersions carried out by Jesus’ followers. (John 4:1, 2) John baptized people as a public symbol of their repentance over sins against the Law. (Luke 3:3) But something new was involved in the baptism of Jesus’ followers. At Pentecost 33 C.E., the apostle Peter urged his listeners: “Repent, and let each one of you be baptized in the name of Jesus Christ for forgiveness of your sins.” (Acts 2:37-41) Though he was addressing Jews and proselytes, Peter was not talking about baptism to symbolize repentance over sins against the Law; nor did he mean that baptism in Jesus’ name pictures the washing away of sins.—Acts 2:10.

On that occasion, Peter used the first of “the keys of the kingdom.” For what purpose? In order to unlock for his listeners knowledge about their opportunity to enter the Kingdom of heaven. (Matthew 16:19) Since the Jews had rejected Jesus as the Messiah, repenting and exercising faith in him was a new and vital factor in seeking and receiving God’s forgiveness. They could give public evidence of such faith by being immersed in water in the name of Jesus Christ. In that way they would symbolize their personal dedication to God through Christ. All who desire divine approval today must exercise similar faith, dedicate themselves to God, and undergo Christian baptism in symbol of an unreserved dedication to the Most High God.

When you get baptized you are relieved of all your sins and doing so will fill you with the Holy Spirit. All your sins from past are washed away.

after you are saved you must be baptized. Not for your salvation, but to reveal to the world what you have already done in your heart, by exepting christ. once your are saved the holy spirit dwells in you forever more. The gift is yours. you did not earn it, its a gift. all you have to do is recieve it. baptizism is your proclimation of what you have already done.

it says to repent from your sins and follow Christ, and you will get the gift of the Holy Ghost, who will in turn take you to heaven. and you gotta get baptized too, not for salvation, but to show your turning point to Christianity.
