It along with many other names are reserved for system purposes.

YOU KNOW SOMETHING THAT IS NOW NEARLY 20 YEARS OLD.
con = console
for instance...
copy doc.txt con
That sends it to console... but if theres a folder called con there is a conflict
You also cannot create folders called:
LPT1
LPT anything upto 8
same with COM
Same with a number of others

Some items are reserved by the operating system. CON stands for Control and is reserved as are EXE, and many others.

you can read here, but its because DOS (operating system used prior to windows) has a list of key words that are reserved and cannot be used to name a folder or a file. crazy.
