Tell him you are not interested in him and it is time for him to move on. Make sure he knows you mean it. Don't feel guilty about his problems. If he gives you anything return it to him immediately. If he persists, tell him if he doesn't leave you alone you will get a restraining order. If he keeps calling, try to record your conversation that you want him to stop. Write down dates and times that he persists and then go to the police.

Maybe he loves you, not like you. Or the better word for it is he's obsessed with you. Talk to him that you don't like him but be sure you tell it in a good manner so that he will take your word calmly.
