I would buy the furniture first. There are certain colors and styles you like and ones you don't like. Choose that first. Once you pick a certain period of furniture to go with, it will make wall color, window treatments, area rugs or whatever much easier to choose because you have a line or period to go with.

Why would you limit yourself by choosing the wall color, etc. first?
You wouldn't even know what type of pictures you would want to hang. You wouldn't hang beach scenes with traditional furniture.

the best way to do it, in my opinion, is be modest. Choose nice neutrals that can be flexable if you change your decor or theme or a room. Something that doesn't clash with many colors, like a nice tan or a sage green. Also, don't get anything too big like a sectional. Buying smaller pieces like a loveseat and a couch can help you change your room when you get bored of it. If your furniture is too big you'll get stuck with just one option, and that can get boring.

The best way (but most time consuming) is to build sort of well almost a scrapbook page of the room. Find furnature items you like and try them out on your page to see how they might look together. add also paint swatches, and fabric samples if you will be choosing the apholstry of the sofa, chairs, etc.

Once you have what you like you start pricing the actual pieces or similar items that are within your budget.

Once you know what you're getting and it all matches, have fun shopping, and set it all up.

Start with a picture or object that is meaningful to you and yours and decorate around that theme and/or color scheme. It's much better to say " I got this clock from my grandmother and I just kinda went from there ", than to say " I saw it a Wal-mart and I just thought it was cute". sad, huh?
