What's a disct program?
I no longer give my ss# to anyone that doesn't need it. That pretty much limits it to credit lenders, the bank, my employer and some insurance companies. That's it.
I'd tell them they don't want you too badly as a customer if they want all that.
I also would NOT give your driver's license or credit card. Otherwise you are giving them ALL they need to steal your identity.
Run away from this one if you can't skip all that.

I wouldn't give it to them! They have absolutely NO REASON to have your SSAN!! I'd also demand that they purge your D/L and CC number as well. There is NO NEED for that information for a "discount" program!! EVER!
I'd complain to their corporate headquarters as it sounds like a local clerk is pumping data to an identity theft ring.
If you submitted this on a website purporting to be Victoria's Secret, contact your credit card company IMMEDIATELY. I just had a look at their website, and their anti-fraud page clearly states that the ONLY time that you should give them your credit card number is when you check out. Here's a quote from their website:
You should only submit credit card information to us when completing an order at our check-out page or when updating Your Account at VictoriasSecret.com
If you receive an email that appears to come from Victoria's Secret that asks you to provide your credit card information or your password to Your Account, it would NOT be from us. You should NOT provide your credit card or password.
If you receive an email that requests credit card or other personal information in exchange for a Victoria's Secret gift card, it is NOT from us.

No, it is most definitely NOT okay. They have no legal right to ask for your Social Security Number (SSN). If they insist, ask if you could substitute some other number (including one you just make up out of thin air) in place of the SSN. All someone needs to commit identity theft is your SSN.

By law you don't have to give out your S.S number, but they can also refuse to give you that card if they want too.
