Please do no use any random herbicide or homemade cocktail until you know what the vine is and what the proper chemical is to control it. Vines typically have long runners (the type of root) and an herbicide application on the leaves and/or root area will not be enough to eliminate it. I am guessing you are having a hard time getting rid of it or you wouldn't have asked.
Depending on where you live, it could be any number of evasive plants, including kudzu or japanese bittersweet, which you can really only control with hand clipping, uprooting and continual control (which is probably what you don't want to hear). You will probably be able to control it in your own microclimate (your yard) but if it is an evasive plant, it will be back or will come to your property in another location.
If it is a landscape plant that you just want to get rid of, please use the manual method of clipping it down the base and then digging up the roots, rather than using chemicals. Hand-removal is extremely effective for almost plants.

Use Crossbow herbicide, or a mixture of 2,4D, RoundUp along with an emulsifier(you can also use a small amount of dishsoap in lieu of an emulsifier). Mix it 1 part 2,4D to 4 parts RoundUp.

Did up the roots is really the "best" way. You can try a strong Brush Killer (liquid spray), but these may not kill it off completely.

Dig it up and get rid of the plant.....I had this problem w/ Strawberries...dug them out and next year two stray plants grew....pulled those and never again returned...have to watch and be consistent in weeding out!!!!

I have found that if I decide to keep a plant.. and start taking care of it.. it dies pretty quickly! you may want to try this option.
