No. While it is true that it is the doctor's office owns the record itself, the patient has a right to the information that is in the records. Usually the patient has to sign a form authorizing the release of the information in the records. This should have nothing to do with whether or not the patient has an outstanding balance in their account.

No, you will however be required to pay a per page copy fee for your records. The maximum amount varies by state so make sure you are not being over charged.

Those records belong to the DR and yes if you owe them money they dont have to release anything.

No but they can ask you to pay a fee for the copy of them and they will mail them to the new doctor.
