It could mean offering forged documents for sale. (Archaic usage. English common law.)

Uttering is a legal term referring to the passing of fraudulent currency, checks, or other documents that are known to be forgeries.

It's the same thing as forgery/counterfeiting. According to dictionary.com, it means:" To put (counterfeit money, for example) into circulation."
