maaaybe Cherry Tree is the person's codename. Boil the water = get ready. Frog with 24 eyes = 12 amphibious soldiers, three roosters = 3 lookouts, to watch Riki Tiki Taki = to watch the 'enemy'. Expect a weather forcast = await further signal being weather. If there's rain, have a picnic = if there's rain or whatever the first signal is, then we are a go for exercise on land.
