Think about how your knee jumps when a doctor hits it with the mallet. Its a closed loop. It never goes back up the spinal cord. In other words - it activates the stretch receptors.

well i think that the INHIBITORYsignals cumin from the level above the lesion are blocked... so therefore there is resultant MUSCLE SPASM!!!!
