If you don't know what you are doing, don't attempt any of the solutions above. An old photo is quite brittle and delicate.
I'd strongly suggest taking it to a local professional and have them do it. They've been doing it for years and have a better chance of restoring it or creating a duplicate without damaging the original. Call around and ask if they do photo restoration.

Meijers Stores does a great job of restoring pictures. My mom had a picture of a relative when they were in Kindergarden back in maybe the 40s and her dog chewed up an entire corner of the picture. Meijer was able to restore the picture and you could barely see where the defect was. I don't remember the exact price but I was say it was between $50 and $100.

If it is not in tatters, using a soft duster and one drop of Brasso rub carefully over the picture this should remove the bloom .If you have a digital camera take a micro shot of the photo in daylight, fire it onto the computer to check it out, and have it printed in a processing lab., I print my own on a machine in our local drycleaners

I had pictures of my parents when they were children (1945) in fairly poor condition. I took them to Eckerds & they restored them very nicely. Eckerds is now CVS. I would try a photo shop. Good Luck.

I would start by scanning it into the computer, then putting away the original. You can stop there, by just printing it out, but if you need to do more touch up, like if it's scratched or stained then you need someone to help who is familiar with photoshop or something like that.

Simple you can go to a Kinko's copier store and they would know just what to do for you. Also, if you have a scanner you can get it scanned and saved to your computer assuming you have one. Later if you can always print them out with that real film paper and they'll be wet so don't touch them for at least an hour.

go to cvs or walgreens and theyll scan it and restore it
...but it will cost u sum dough
my mom did it and the pic turned out great!

I work in a shop that develops photos (Klick) and we offer that service. If you don't live in the U.K though I'm sure somewhere near by will do it.
