This guy talks to me and makes fun of me (which is a big thing that a guy will do if he likes you) but he does not try to approach me or ask me out. Plus he is going out with a girl who is one year younger which is not cool in my school. Is he trying to make me jealous or is he scared of me because I'm preety (everyone tells me that I'm preety)?

Sounds like he has a sure thing with his current girlfriend but he perfers you. However, he does not know how you feel about him. Therefore he can make a move on you, but he would have to dump his current girlfriend first and then you might reject him anyway. He is flirting with you so he can see if you really do like him and if he should take the chance or just stay with his current girlfriend.

He's just flirting with you. Alot of people don't know the difference between flirting and actually likeing someone.
