I'd give them one more shot BUT with clear rules defined BEFORE they get into the water AND a clear warning that breaking the rules results in banning.
Then stick to your guns. Just because their parents are too moronic to teach manners doesn't mean you can't expect them in your home.

First of all, who invited the neighbor kids over - or did they just invite themselves? You have a couple of options here.
Option #1:
You don't say if the pool is in a fenced-in back yard. If so, let your girls swim all they want, and when the neighbor's kids ring the doorbell and ask if they can come swimming, just don't answer the door. End of problem. It's too bad the parents didn't offer to buy the vacuum you had to purchase to clean the pool. They sound just about as rude as their kids - I guess that's where the kids learned their rude behavior from.
Option #2:
If you're feeling generous and forgiving, you could explain in detail to these rude monsters the rules for using the pool and give them another chance. If they blow it again, I definitely would never allow them in my pool.
Personally, I would probably skip all the headaches and go with Option #1. Their parents had a "couldn't care less" attitude when their kids trashed your pool. It is unlikely they would offer to pay for/fix anything else their kids trashed while at your home.

I would tell the kids and their parents that they can come over to swim ONLY if they follow YOUR pool rules. Tell them the rules, make a poster and put it up at the pool. Once everyone is clear about how to behave in the pool let them come over. Tell the kids and the parents if the rules are not followed they will not be allowed to come back and swim. They can do things how ever they want to at their house, but this is your house and you make the rules and expect anyone visiting to abide by those rules. The kids need to learn that just because it may be ok to do something at their own home, does not mean that it is acceptable other places outside their home.

2 options: I would tell the kids AND THERE PARENTS they can swim in your pool ONLY with following the pool rules. If they don't follow the rules kick em out of the pool. If you don't want the hassle don't allow ANY of the neighborhood kids in the pool as a RULE. Tell your kids there are not allowed to let neighborhood kids in the pool. It is yours you don't need to let others tear it up just to look like a good neighbor. ALSO if GOD forbid a child drown in your pool the parents could get YOU in a BUNCH of legal trouble and jail time!.

Tell them the rules if they don't listen ask them to leave, you don't even have you involve their parents. You can shut the gate and leave it at that. It's your house your responsibility they obviously don't have respect for you and your authority if they do these things in front of you so I would just not ask them over, say you are having family time or just put it out there and say "you guys aren't following the rules so your aren't able to play in the pool with us maybe after a while we can try again." If they want to play bad enough they will straighten up.

I'm not sure but I feel for you we had neighbors just like that they were cute but they were an awful nuisance. Maybe Post up ' POOL RULES" and tell help them read it, If somone breaks a rule , like ' Failing to rinse their feet , make every one get out, and say " we'll try again next time. Usually if the parents come calling asking you " what did our kids do ? or what's wrong" ? just politely say " The kids just couldn't follow the rules today . but it's allright I need to get inside to finish my _____ anyway" That way you 're not pointing their kid out to be the trouble maker, and it takes the pressure off everyone. Stick to your rules, pretty soon everyone will know them

Yes forbid the kids from coming back. If the parents refuse to disipline their kids then they dont care. If the kids dont change their behavior then ban them. It is your pool not the community's pool. In addition if someone drowns in your pool you can be sued so you will save yourself more possible hassle by not letting other kids in your pool.

Keep these kids out of your yard. I have 3 kids and when there are kids that come around to destruct and misbehave, I kick them out. I would never tolerate that. It is your yard, you paid for it and they don't care. These parents don't care or respect your property and you can't control them. You should lock the gate and only have people over that you want. Why let kids walk all over your rules especially neighbour kids?

do like we did.when kids come over we tell them if they miss behave or hang on the rails of the pool they have to go home.we make sure the parents sign a release forrm also so were not held resposable if there is a accident.

talk to there parents and put it as nicely as you can or say to the kids when they do something wrong tell them that you are not suppose to do that and i know it not ur job to educated other kids but if that is what you must do then its the only way
