most of the time its probably not purposly, its just a reflex that god gave us that woman can use against us

Because he's an idiot, and not to put too hard a picture on it, so is she for worring about it. It's harmless, we men are visual creatures, and when a pretty girl, walks by we look. Nothing more is intended.
Would you get all upset, if it was a cool car he was stariing at. for us guys, it's basically the same thing.
Sure he shouldn't have looked, but its an automatic response with men, so dont fret so much about it. Just hit him on the head, and call him a bozo, he'll just laugh, and you should too.

I wouldn't consider it hurting someone's feelings, but, more as being paid a compliment because maybe he is thinking that his wife or girlfriend looks better than any other woman and he's just looking to see what other men see in another woman.
