perhaps you are the problem.
I recommend finding something that the cat doesn't scratch (whether it be a shiny toy or bag of treats) and have it around you at all times.

wellll....
i adopted this stray cat. took 4ever to him to trust me. eventually he let me rub his tummy. when he allowed me to pick him up - the very first time - i made the BIG MISTAKE.
I stashed him in a kennel, took him to the vet, and got him neutered. ...he was NOT happy, especially since - according to the vet - he's "known the good life" for at least 5 years.
needless to say, stray cat - that's his name - won't let me pick him up now w/o pitching a fit. he refuses to be an indoor cat. so, he needs to get the full meal vet deal annually.
this year, he got me back with a helluva of a scratch on my right hand. i've the scars to prove it!
**LOL**

my cat is not evil. their is no such thing. and if their is... is just that they like doing things their own way, and not being bother by anyone. and a little advide: buy toys that he will enjoy playing and destracted.
