It can always be true because even if you hate the person who might die you are a human and have feelings:)

well, using the word "hate" in that tense would indicate that you've seen that person die before. and since you only die once (presumably), there is no way that you could possibly witness this event.
-OR-
perhaps the act of dying is a long and drawn-out occurrence. perhaps the victim in question is in fact slowly fading out of the waking world.

maybe it's just a lyric from some emo song.

If it's a metaphorical representation, meaning something like 'i hate to see you settle for less than you are worth' or 'i hate to see you kill yourself with substance abuse.

no 1 like to see ppl die but its a fact of life that it will happen and when u learn to accept that and learn to let go u will be happier
