No. Bald Eagles take immigration laws very seriously. However, there are currently small waiting lists of Bald Eagles wishing to relocate to Mexico and Canada.
Some merely seek a little ganja and a spicy taste of third-world hospitality. Some less ambitious Eagles simply prefer a government willing to coddle them in their mediocrity.

Alaska= Eagle capital of the world. Although, like Ethan says, eagles do respect national borders, and they make sure to fly over international waters en route to alaska from the states. AS for mexico, the flag has an eagle right on it.

I don't believe Bald Eagles are found in Mexico but they are found in Canada.

A few Bald Eagles have even been reported from Britain in the early 19th century (when they were commoner presumably)
Don't think any have been confirmed as being wild, but the ones seen in Britain have been on the west coast... possible vagrants me thinks.

if they are wearing a sombrero........ they are Mexican
if they are wearing a redcoat.......Canadian
if they just fly high and turn in circles..they are Turkeys and come from the White House
