If you were to start school in Fall 2006, you would want to apply for grants and scholarships beginning Sept/October of the previous year.
Financial aid from the school can be given during January of the same year (this is when you can fill out for the FAFSA).
It's good in general to apply early for everything and make sure you pay attention to deadlines.

You can apply free on line for financial aid at www.fafsa.ed.gov. After you have completed your fafsa form. The form will be sent to your school of choice, and they will determine whether or not you are eligible for a pell grant. Now for scholarships, you can either go to fastweb.com or scholarship.com. I have searched for months for other grants besides the pell grant and you got to pay a price for everyone... Now the stafford loan will help as well

You can apply for scholarships at fastweb.com at any time, whether you are a high school student or younger. Financial aid, the priority deadline is March 2 but they accept the applications through june 30.

Most scholarships have a deadline that you have to apply by in order to get it for the quarter, and it varies with which one you get. If you want loans or grants you have to apply early also. Either way the earlier you apply the better, because you have more options available.

When you can't afford to pay for it yourself & need some help then I would say is the appropriate time to apply for financial aid/scholarships, grants, etc. Good luck to you.

Typically your college will provide you with the information you need to apply for federal and state aid in the summer before you start your freshman year, and the necessary deadlines for completing this information. For scholarships you typically apply at the end of your junior year in high school or the beginning of your senior year.
