Yes, of course it is allowed if you are in America; farting falls under the category of freedom of speech/expression. However, the people around you will be rather disgusted and may have you arrested for disorderly conduct, so I wouldn't recommend farting in any public place.

If enough people complain, they could ask you to leave. If you do it on public property, I suppose technically you could be charged with breach of peace and polluting public property. :P
