Cain was to be the fugitive upon the earth, not his offspring.
The city was built for his son, and named after his son.
Cain remained the vagabond and the fugitive until his end, which is not mentioned in the bible.
It never says that Cains offspring would also be wanderers and fugitives, only Cain was given that punishment.

Ishmael was sent away along with his mother Hagar. They went back to egypt, the only other place that hager knew to live. They were not sent away penniless, they did not go back as slaves, as hager had left as one.
GOD told hagar of her male childs future before he was ever born, he was not going to be the seed of Abraham that GOD has promised.
But he was to be the following. A great nation. Gen 21:13, Gen 21:18

And the angel of the LORD said unto her, Behold, thou art with child, and shalt bear a son, and shalt call his name Ishmael; because the LORD hath heard thy affliction.
And he will be a wild man; his hand will be against every man, and every man's hand against him; and he shall dwell in the presence of all his brethren.
What this means is that your terrorist ways will continue, no matter what we do. You will never be anything but wild, and there will be a multitude of you.
If you are not a descendent of Ishmael, then you have the opportunity to get out and get right with GOD, do it before it is to late, if you are a descendent of Ishmael, may GOD have mercy on you.

The bible is a book of stories from people (mankind), while it was inspired by God, it is NOT the words of God. Whoever says that these are the words of God are holding idols above God. Nothing, including a book, knows all of God. Same as the Quran is a book of stories about the same God, it is man who decides how people should act and react.
You have never taken a job and not been settled in it, never moved into a new place and not been settled? Open your mind and stop trying to make this book literal, as well as your Quran or else you are going to be fighting a losing battle against your own Allah.
You put your faith into a group of men the way some people do for the bible. It is inspired by God. But to rebuke all other ways is just foolish and one day your Allah will hopefully question why you thought that you, a lowly human, would know or understand the true meanings and ideas of your God. That is just foolish to believe that you know everything Allah(God) does.
Open your mind and be loving or else there will be no place for you in this world or any other, you are only shutting yourself off by trying to believe that you and only you know the truth.

I (and the Bible) completely agree: if one prophecy is unfulfilled then the Bible is untrue and no one should follow it. In the Old Testament, if a prophet said one thing that was untrue, he was taken outside the city and stoned.
One more thing, it is important to remember in this passage it is not prophecy, it is fact. You will hit prophecy passages later on (especially in dealing with the covenants and prophets) but this is a historical account.
That being said...
After killing Abel, the first murder in the world, Cain was cursed by God. He would have trouble in farming (whereas he was once a great farmer) and he would be a "fugitive and vagabond." But God in His grace gave Cain a special mark of protection that ensured no one could kill him.
Cain had to leave his family and "Cain went out from the presence of the Lord." So he lost the two most important things to him. The city he built was a "city of refuge." The are described fully later in the Old Testament. Basically, when a person was accused of a crime that he didn't commit he was able to run to a city of refuge so that the family members of the person injured or killed would not kill him. Cain, who never was able to go home, had to live as a wanderer in this city. He had no true home and in the genealogy of Adam he was not included (our equivalent to being disowned).

This is an argument that wasn't fully understood by the questioner. God said to Cain that he would be a wanderer and Cain always was. What God was saying is that Cain would be a wanderer in his spirit for the rest of his life because of the act he committed. Just because you build a city on earth that holds no promise of being permanent, doesn't mean that you aren't anymore a wanderer, while you can make a permanent home in Heaven by obeying God's word - The BIBLE!
I am a Christian and I know the truth! God is living in my heart and God is love, God never lied, God full filled and will fulfill all of his promises.

Like the Quran itself, you have added to the Bible what is not in the Bible. Nowhere does it say that God told Cain he would never be able to settle. The vs is:
GN 4. vs 12
When thou tillest the ground, it shall not henceforth yield unto thee her strength; a fugitive and a vagabond shalt thou be in the earth.
GN ch 4, vs. 16
And Cain went out from the presence of the LORD, and dwelt in the land of Nod, on the east of Eden.
One day you will stand before the one true God, and explain why you rejected his son, the Savior, Jesus. Shortly thereafter you'll get cast into the Lake of fire. So, good luck with that.

Which Bible are you quoting from? Mine reads "When thou tillest the ground, it shall not henceforth yield unto thee her strength: A fugitive and a vagabond shalt thou be in the earth.' (Genesis Chapter 4, verse 12) It says nothing about never being able to settle and being a wanderer. The "Truth" I live by....

You did not understand Genesis. That prophecy was fulfilled. The churches does not teach clearly because they use to see only the Bible historical meaning. Allah is another name for God, the same mentioned in the Bible... because He is One.

Verse 16 says that Cain lived in the land of Nod... Nod means wandering. God told him that he would be a restless wanderer and Cain told God that his punishment was more than he could bear. That not only was he going to be cast away from the land.. but also hidden from God's presence. And whoever found him would kill him. So God said... Very well.. and put a mark on Cain so that no one who found him would kill him. and he continued to live in the land of Nod- or wandering... Away from his homeland and the Lord's presence...
