First thing's first. Budgies won't hurt you, aside a little bite. Be very gentle with them, handle them as carefully as possible. Slowly get Libby to eat out of your hand, touch her back while she's eating, touch her cheek, etc. It's more her paranoia than her hating you. She's simply scared she'll be hurt (you -are- very large in comparison to her, after all. Imagine if you were being picked up by someone as large as you if you were as small as she is!).

Take your time, let her relax. She'll warm up to you with lots of loving care and patience.

Get a tape player or other recording device and make a tape (that lasts over 30 minutes) of you talking to him calmly and sweetly.
Things like "who's a good boy/girl then" and "what a pretty boy/girl" along with lots of inflexion in the voice to keep it interesting and exciting.
Then put them in a quiet room and play the recording to them often. Budgie's love to listen to human voices. It can calm them and they will listen and try to mimic the voice.
Using this technique, I had a Budgie that could talk a lot after only 1 year, and they get to like your voice so much that it helps them to like you too!....Also, they don't like it if you are afraid of them ....because they sense your fear and it scares them too so they bite. Just try to be as relaxed as possible around them and try the tape idea.

Read my answer to "How can I make my parakeet like me?". It's like two questions before yours. Also, keep in mind that two budgies together may choose to bond with eachother and not like you much at all. I have three lovebirds in one cage and only two of them will allow me to handle them. I accept this as it is becuase she has enough company to keep her socially happy and that is the most important thing for me. Try your best and if she wont respond just be happy that your Lizzie is friendly with you. Be patient. She will probably come around.

Good luck!

the one thing you should never do if you get bitten is make a fuss, the bird will see this as attention and is likely to carry on even more, you need to be patient and try bribery with food,as soon as the bird bites, tell it firmly"don't bite" and then place it back in its cage for some"time out" the bird will soon realize that biting means they stay in there cage and this should break the habit, good luck!!!

Separate your birds as far away as possible from each other in different cages, spend lots of time talking to them and telling them what beautiful birds they are. And offer them some millet!!!

Patience
Vegetables and fruit in hand
Seed in hand start with hand in cage, when it sits on your hand for longer time gradually move your hand futher out toward cage opening.
Talking to it every time you pass by, giving eye contact
Never yell
Don't have people especially children poke at it or bang the cage
Let it fly, with your supervision, it will sit on your shoulder.
