That would have to be Opera...meets all your criteria.
Once you start using it, you won't go back to IE.

I use IE, Firefox and Opera, IE being the less used, but I still have to bring it up sometimes when some bad webdesigner has not designed their website so be supported on multiple browsers.
IE uses the less resources, but there's a crapload of popups and other web annoyances.

Opera has a real nice interface in my opinion and its mouse gestures works really well (they were the first to have this). It has tab browsing which is really cool because it doesn't clutter up your workspace (Firefox also has this though)

Firefox is THE most customizable interface out there. You can download tons of skins, or even add the mouse gestures extension that made Opera so cool (although it doesn't work as well for complicated motions). There's also tons of other extensions, that I haven't explored yet. You can even make your own. So by far Firefox has to be my favorite.

I currently use Avant Browser. Its not a hog, but its not known for being slim. Its very customizable and free. I'm hooked and would never use IE or Firefox. Definitely not safari.

You could try Opera, but like Firefox, it is big like IE (but MUCH better).

As you shrink these things you start losing capabilities like the abilit to use plugins, to fully support CSS2, and other things.

Firefox is nice, but opera is faster ( and uses lesser resources). I use both.
