What does it mean? I just don't get it because when I meet new people I don't try to "figure them out." Can someone please tell me what a guy would mean by this

That's not really a bad thing....you keep them on their toes...Maybe your spontaneous and fun....or maybe you're indecisive - but what girl isn't at times?...I would take it as a compliment!

there could be alot of reasons behind that. maybe they are asking for more and yr not giving. this would make a guy say that. but dont worry. young guys take longer than girls to figure things out lol
