I have worked with many cats that were very frightened and yet I wanted them to trust me enough so that I could make sure they were okay. The only way to do this is basically through their stomach. So start putting food out for the cat, and sit nearby, where it can see you. Don't move in to close or too quickly, as it will run away. Just keep feeding it, and day by day getting a little closer. Once it realizes that you are not going to hurt it, there is a good chance it will let you get close enough to see if it's ok. Don't be too disappointed though, if it never lets you near, as if your neighbors have not been taking care of it, it may not be used to people, and may never get used to people. Just know that at least by your feeding it, you are helping to keep it healthy and happy. If you are really concerned, have mom call your local animal control office and discuss the problem with them.

Unless you think the animal is being abused, I think you should leave it alone. It is up to the owner to take care of the cat. My advice to talk with the neighbor and tell the neighbor that you are concerned about the cat. If the neighbor can show you that the cat is OK, then you have nothing to worry about.
If you can PROVE that the cat is sick and not being taken care of, report the neighbor if you have animal police in your city.
I have 2 cats. Personally I do not want the neighbors to make friends with my cats. In other words, I don't want them feeding them or handling them. I don't want them to feed them because I won't know what foods the cats get, and I don't want my cats to become a nuisance to others, in that they will start to hang around other people's houses instead of mine. Also, I don't want neighbors handling them, especially to avoid accidents that may happen to the cat, and also the cat digging or biting the neighbors.
So, ask the neighbor is the cat is OK. Perhaps you can convince your parents that you are old enough and responsible enough to have a cat of your own to take care of!!

Well, if the cat is sick you might not want to get close to it. It could give you ringworm, which is a skin fungus, or lots of other gross diseases. However, IF YOUR MOM SAYS IT'S OKAY...
Try laying out a little bit of wet cat food, and make sure the cat sees you put it down. Sit down far away, but where they cat can still see you. Sit perfectly still, and wait for the cat to come eat the food. Then do the same thing the next day, but move a little closer. Repeat this until the cat is eating out of your hand, and expects good things from you. Then you might be able to pet it. Good luck!

Sweetheart... start by watching it. Eventually it may get used to you and come to you for help. Knock on your neighbor's door and tell them their cat looks sick. If they care enough about it, they might be able to check the cat without any trouble. If it really does look sick and your neighbors don't seem interested...call the humane society or the aspca to come and check on the cat.

you don't say what your neighbors are like, if they don't care, ask your mother to call animal control to check out the cat, if it's okay then no harm done, if it need help then they can help it. thank you for caring enough to try and help this cat.

Cats just usually do what they want to do. If it is sick then that is probably why it doesn't want to make friends. Not because it doesn't like you but when they are sick they like to be alone.

if the kitty is sick you might not want to get near to it because if you have a kitty it might get the same disease that sick kitty has stay away from the kitty okay
