You can't, you can only build a spreadsheet, or a single table database. You can use Access to build DB's.

You can build the tables in Excel and then import them into Access for true Database functions.

Excel is not for database. You need Access.

actually you can build it with excel, you just will not be happy with your results. You will not be able to analyze your data and so forth. Excel is really good for calculations.
