as in roller blinds etc..? use 3:1 water/PVA adhesive... if you are in UK, Unibond PVA or Wickes Building Adhesive. Soak well, flatten & dry

If you are crafting with the fabric, there is a product called Stiffey that you can buy at Michaels for $2.99. You soak the fabric in it, wring it out saving the liquid for re-use, mold the fabric how you want it and it will turn all stiff in exactly that position. I recommend using a clear spray on, non-yellowing polyurethane to protect your creation. It will also make it easier to clean.

A home made method is to mix Elmer's glue and water. 2/3 glue to 1/3 water, but it doesn't make the fabric quite as stiff as the Stiffey product does.

Depends on the fabric - spray or cold water starch is good for cotton.
Be careful if you use varnish on plastic type fabrics, it could melt them. Try a test area first

Before ironing them you get a starch spray and simply spray the collar or wherever you want to stiffen then iron straight after.

You can use starch for simple requirements but if you want something more permanent use dope (as used on the fabric for old aircraft). An alternative to dope is varnish or cellulose based paint based paint but dope is best because it is clear and fast drying and may be painted afterwards.
