I like your question -- it is very difficult to answer, because there is no simple response! This is the first challenging question that I've been asked before concerning my religion -- I just don't have all the reasons behind the answers.
Some of your question I can answer, though. The philosophy of the soul does not pertain to the idea that it has a quanitfiable existence. It is the ego and spirit of a person, something intangible yet certainly present. As far as the theology behind this concept, you're right, it's difficult to say when a "soul" would be created. I couldn't say when the "second soul" comes into the picture, but it certainly wouldn't be "half" of the first.

The conceptus gets the soul. When the embryo splits, the side that still has the original DNA strand keeps the soul, and the other one is born without a soul.
If you could figure out which one didn't have the soul, it'd be ok to kill them.

Each individual has one soul each. Twins are two separate individuals. A soul does not divide when an embryo divides. A soul is provided for each separate individual.

My Dad is a twin, or was his brother has already gone to heaven. But they didn't share a soul. The Lord may have had them start from one egg, but when he knit those two boys in the womb of my grandmother, he gave them both complete beings, including their own souls! Why would he have left the most important part out?

Actually I find that to be a very interesting question. There have been many psychological and sociological studies done between identical twins. Many twins say they know what is happening with their twin even if a great distance separates them, when one is in pain or great distress the other knows it. There has never been a truly adequate reason for this but there must be something shared between them for this to happen.

Well, it is sort of like when the embryo splits it becomes two WHOLE people, not two half people. Why would the soul be any different?

In the middle ages identical twins were drowned because people couldn't understand the concept of one person=one 'soul'.

No, of course not. Each is a unique individual from the moment of conception. God's gift of eternal life is breathed into each one and each must decide, as as acountable adult what they will do with that gift.
I will testify from The Truth of my Salvation That each of us posesses an eternal soul.

Are they the exact same person? No, they aren't. Do they marry the same person? Do they have the same name? Are they born as only one person? No...They are two people and both people are given souls. It is my belief that souls are given when a child gains personality and that happens sometimes at early stages in-utero.
