Aww... Adorable! I love it when cats (or even other animals) do something cute like that :)

I believe, they do that for one little reason that might even sound silly: fresh, cool and seemingly cleaner water than the one in his bowl. In his own little mind, his thinking is probably this: "I just drank from this bowl and it's sitting here all day... I wonder if the dust bunnies got in there while I was away... Surprisingly, it's now warmer than it was originally... Hmm... Where can I get a colder drink of water?... I have an idea..." :)

In the end you see the adorable fur-ball near the faucet drinking the same tap water that's in the bowl on the floor located near his food dish.

If you'd like you can put an ice-cube in the bowl so that way during the day the kitten will drink the cold water (ice melting will give the cool and fresh water taste and scent). It'll melt before the kitten will even know that it's there... or, he might like the ice cube too. That might even result in him not running on the kitchen counter to get to the faucet :)

Cats have very sensitive smell, and generally will not drink from the bowl because it has higher scent of flouride and is not fresh vs. water coming from the faucet.

I can't say for sure why, but it's pretty common. For some I think it's entertainment, but for most if not all I think they just like a good fresh drink of water. Nice and cool. Right from the tap. Given the choice, which would you rather have?

Sometimes they prefer fresh, moving water over water that's been sitting in a bowl. You can go to PetSmart and buy a "fountain" for your cat to drink out of. The water is circulated and it has a carbon filter to keep it clean.
He should like that

Its a fresh water source that is going to go stale...the running of water tells them that as well. Thats why cats like running water vs standing water.

Maybe the water is cold and refreshing for her. You can go to PetSmart and get this water fountain for your cat. It takes out all the water's chemicals and makes the water taste fresh.

Cats are finicky and like to keep us guessing at all times...my cats prefer the sink to their waterbowl anyday...but if im not around to help & they r really thirsty and if they cant get those darn aposible thumbs workin, they will settle for the bowl...maybe its a freshness thing?

All cats do that. It's instinctual. Standing water tends to go stagnent and be contaminated so your cat avoids that when he can. It's not a big deal.

he doesn't like to be under peoples feet. Our cats have a water dish on the counter.

my cat did that also I THOUGHT IT WAS CUTE IF YOU PUT WATER DOWN IN A BOWL HE PLAYED IN IT and made a mess on the floor for me he also to eat with us with is plate on the chair
