There are many types of birds and each has their own personality traits and needs. For a first time bird owner who wants a talking bird I would recommend a small parakeet or a budgie (they are the same thing but different stores call them different things).
I would not go to petsmart or petco because many of their birds are not hand tame (in my experience) and they do not always know much about them. Use dexonline or yellow book and look up bird stores in your area. Go to one of these and talk to the staff. They can not only find you the perfect bird for your situation but they can also tell you how the bird really needs to be taken care of. A budgie will run you about $10 - $45. The cage should be between $10 to $40 as well. Try buying a pellet diet (about $8 or $9) for it becuase it will likely live much longer then it would just eating seeds. Be sure to feed it fruits and vegetables also (they love corn!). Buy it a few toys to keep it entertained when you can't play with it. I don't recommend mirrors if you want a super friendly bird becuase sometimes small birds will bond with their own reflection and not like you as much.
One wonderful thing about budgies is that they make incredible companions as they can be very sweet and affectionate. They fit on your shoulder perfectly. Oh, and of the four birds documented with the largest vocabulary in the world, 3 of them were budgies and 1 an african grey. They can learn thousands of words and phrases. My Macaw knows 5 words...Bigger isn't always better!

NEVER EVER BUY A BIRD FROM A PET STORE.
Lots of birds talk, some more than others. Find out the name of the bird that you know of that talks or describe it here, what does it look like?
Buy from a reputable breeder, or go to bird show, you can find where these are held by doing search on google.
Also see if there are any bird clubs in your area.
Be sure that you have enough time to devote to a bird they are not like a dog or cat. They require lots more attention and care.
And some parrots live to be 80 or more years old. So be sure to make arrangments for the care of the bird if you should die.

1. African Grey- They are the best talkers and are usually between $750-$1,200 its about 14 inches long
2. Eclectus Parrot-considered second best talker is in the same price range as the African Grey its about 14 inches long.
3. Blue Fronted Amazon-Some people say this bird is the second best talker but I think its the 3rd personally. Its about 15 inches long. It is in the same price range as the African Grey and Eclectus.
4. Blue and Gold Macaw-the biggest bird mentioned here at 34 inches from head to tail. It can be a talented talker if taught at a young age. Its usually priced at $1,200.
There are smaller bird species that talk such as
5. Cockatiels-Readily available from most pet stores, affectionate and long lived, are a small size at only 13inches, can be ok talkers, but are mad better whistlers, they are usually between $80-$300 depending on what color you want.
6. Parakeets-popular small and gentle they can be talented talkers as well. Its the smallest bird mentioned here at 7 inches. They can be bought for as little as $20.
There is one bird That some say is better at talking and mimicing sounds than all these birds comebined. The Greater Indian Hill Mynah. It however is only available from speciality breeders. It requires a specialized diet that you should learn about if you consider it as a pet. It is usually $800-$1,200
What ever bird you choose make sure its a banded hand fed baby bought from a clean reputable pet store or exotic bird Breeder. When you buy it give it a good size cage with at least 6 toys in it. Make sure you spend 2 hours a day holding and playing with it.
Make sure you do research on whatever bird you want as a pet

honey, there are lots of birds that can be trained to talk. What does the bird look like? there are miner birds, african greys parakeets, budgies, macaws, and many more. I would go look at the different species, and when you find the one you are thinking of, search for a breeder. Buying from a pet shop, you have no idea where the bird has come from, and the morals of petshops and the breeders they buy from are usually questionable. besides, a breeder will be knowledgable about their species, and the pedigree of that particular bird. Make sure that you buy from someone who dosnt mind you coming and taking a look at their facilities. Then, make sure you go and take a look. Make sure that everything is clean, spotless, and all of the birds are housed appropriately, and are themselves clean. Make sure none of the birds have developed bad habits such as plucking themselves bald, or repetitive continuous movements within their cages. this is a sign of psychological trauma. Also, I would not buy from a breeder who breeds more than two different species, and make sure they offer some sort of health guarantee, prefferably genetic, and will show you the health history of your bird's parents and grand parents.

parets and parakeets both talk, and with training, you can teach a magpie to talk! It is much easier to teach a male bird to talk, they are more vocal and have a greater range of sounds. You can get parakeets at almost any petstore, (if you are going to buy a parrot like a macaw, don't get it as a baby, it will outlive you and then what will happen to it? It might not go to a good home)

at the pet shop....lol....umm..i have a bird that talks...hes big and red and green...i forgot what its called...but we r thinkin of sellin it cuz it talks and screams too much and the nieghbors dont like it cuz we have it outside and it starts talkin loud reallly early in da morning soo yea..lol...
