Any of the major ones are fine. If you are staying in the city itself, you won't need a rental as public transportation is much easier than trying to park (and cheaper too). Personally I would tend to go with Hertz if you have AAA and get a discount but I have also used Avis in the past with no complaints.

Action Car rental is pretty no-hassle in my experience. And if cost is a factor they are very reasonable.

I worked at Enterprise-Rent-A-Car briefly, and I assure you that if you put up a big enough stink, they will let you take whichever car you want at whatever price you demand.

Their biggest point of pride is that they place little emphasis on profit, and more on creating a solid customer base. If you assure them that you will come back adn provide good word-of-mouth advertising, they'll be like putty in your hands.
