Cut back on calories for starters, you cannot lose fat without cutting back on calories. Then take up some kind of aerobic activity. I would suggest an elliptical trainer. Excellent low impact workout that will definitely tone your legs.

Definitely try bicycle riding, whether a stationary bike or the real thing, it's the best exercise for the thighs.
