Hi!
I had a little mixed breed terrier for years. She wasn't hyper and she only barked when she heard somebody coming to the house. Right now I have a dachshund and she does not bark a lot.
A beagle is a small dog but I don't know if they bark a lot because I never have owned one.
There are many small breeds that don't bark a lot and there are many small breeds that do bark quite a bit. If you want to find the one for you, as answer one suggested, try www.petfinder.com. There are lots of dogs there that need good homes. If you don't want to get a dog from an animal shelter, you might try getting one from the A.R.K. (animals rescued with kindness) program. These people bring dogs to PetsMart for adoption. These dogs have been in foster care and have been either spayed or neutered already and have been housetrained. If you do not want to get a rescue dog, try asking around. Do not go to a pet shop and buy a dog. You will only be supporting puppy mills if you do. Try searching on the Internet for these words "small lap dog - not hyper" without the quotes and see what you get. You'll be surprised. You might phrase your search in the form of a question such as "What is a good small dog?" without the quotes. This should bring up quite a list of sites. Then you can go down the list of sites and read about the different breeeds and the breed characteristics. Also, you might ask your parents what breed of dog they would favor. Tell them what you would like to do for them and ask them what breed that they would like. They may have some suggestions and then you could go from there.

You definitely do NOT want a Pomeranian, Jack Russel, Toy Poodle, ect ect. They tend to be hyper and bark alot. Of all the small breeds I've come across the best have been Corgis. They arnt exactly the smallest but not medium either and they have wonderful pesonalities.

MY Pomeranian _never_ barks except to tell me she needs to go out. She is an ideal lap dog, would sit there all day if I would let her. Very gentle. Needy of attention, but then your parents would give a dog that.

go to petfinder.com!!! They have great dogs who all need homes. There are lots of small purebred and mixed breeds. Most of them are adults (adults have outgrown that hyper puppy phase, and usually already have some training.) but there are puppies too. there are many many breeds to choose from, and they are all sizes. dogbreedinfo.com has info on the temperaments of all kinds of dog breeds too. they would be a good place to look in order to choose a breed.
oh! And www.dogbreedinfo.com also has a great breed selector quiz to help you determine the breed with the characteristics you are looking for!

Shih tzu's are a great breed. Mine don't bark much unless they see some thing or door bell. Shih tzu's don't shed as they have hair not fur. So most people who are alrigic to dogs won't have a problem with shih tzu's.
Here is a great site that will give you more info on shih tzu's I see they also have some adults for sale too.

also my mother in law has a yorkie that is hell! he barks alll the time, same with chiauauas.
maybe go with a maltese.. the ones i have came across are very well behaved.

Well, All dogs are hyper so there is nothing you can do about it but I know where you can find dogs that are well trained and are still a puppy. Go to www.petco.com or www.petfinder.com. Petco has a adoption center and has lots of animals you can adopt for free. Not just dogs and cats but small animals or reptiles and stuff.Petco trains them so it is best for you to locate your nearest petco and call them and ask them if they have well trained puppies for adoption.
