I have both, and I would say that a Cocker Spaniel is hyper and my Shi-tzu is a lap dog, but they both are well behaived.

Depends on which one is better trained.

Having a well-behaved dog is based more on training than on the breed. Sure there are breeds that train easier than others, but that's only a generalization and a single dog from that breed may be far from the average in either direction. Select the breed that fits you using questionaires to give you an idea. Remember that the more honest you are, the closer you'll get a breed that fits you, your environment and your schedule.

Shi-ztu would probably be better behaved. Cockers are prone to getting ear, eye, and skin problems. Cockers also seem to be more aggressive towards strangers and less patient with children!

cocker all the way the other breed will bark and bark and they dont like strangers use to have cocker friend has shi-tzu and it is annoying and horrible for apartments

a cocker spaniel is better behaved.
shih tzus get cranky ,possesive, when they get older. not that it's really bad, but it's just my opinion

Cokers are believed to be extremely docile lovely enjoyable companions

i thank it is a shi-tzu b.c they don't git around as much
