The State Department will have a battery of forms to be completed, even if you are a U.S. citizen desiring reentry (I was American born but overseas too). They will also have the forms to apply for resident visas and the like.

Hard to understand the question. Do you want your French citizenship? perhaps you are an American born in France?

You already have citizenship and residency. You are French and you live in France. So there you have it. You have your citizenship and residency.

US constitution says anyone born here is a citizen. Other countries have other rules, like parents have to be citizens etc. Have to check country by country to see what France does. http://www.globalpolicy.org/nations/citizen/2002/0610.htm
