Say a man that is citizen of the European Union marries a Mexican woman, in Mexico. Does she become a EU citizen? Will she be able to go back to Europe with him, live and work there? How does it work?

Marriage never confers citizenship in any country in the world.

The Mexican wife will have to get a visa and then a residence permit to live in her husband's country. She will continue to be a Mexican citizen only until she can fulfill the requirements to become a citizen of her adopted country.

Not unless she speaks the language, moves to his country and applies to becomes a citizen. It should take up to 5 years, during which time she will probabbly acquire work papers. If they stay in Mexico, she definately doesn't become a EU citizen automatically.

I think the immigration laws vary by country, even within the EU.
