If you're using XP (and I think it works in 2000) right click the wav and select record. This gives you a new dialogue box . Click FILE then PROPERTIES. You get the option there to convert the format and change the playback bit rate. Select the one you want and save it.

the LAME mp3 encoder is good but its text based. if you want to make it graphical use audacity http://audacity.sourceforge.net/ with it. you can download LAME and Audacity on that one website.

Just import the WAV file. change your setting to what you want the bitrate to be. then go to file -> export as mp3. that'll change your wav to an mp3

OOne option will be an Audio Converter like AED tools, or you can burn with nero an virtual adudio CD then loded with nero drive, and ripped as MP3 with I tunes or Mplayer 10.

You need a software from the class of softwares known as "MP3 Ripper". Put this keyword in www.downloads.com and you will get many options

If you can't be bothered to go looking for software, you can always burn the file onto CD in Itunes, then rip it off the same disc in Windows Media Player. Presto!

Someone may know a way without software, but that is my only knowledge of how to do so.
Band in a Box and CoolEdit Pro are expensive.
