Some dogs will lose a little hair as they get older, but a substantial loss of hair usually signifies a health problem. It may be as simple as replacing the dog's food with a high quality food. This is never a bad idea for older dogs, anyway. If the dog is already on a high quality dog food, or if the hair loss seems to be in certain areas, like the top of the hips, or near the shoulders, you may be dealing with a thyroid problem. This is fairly easy to diagnose and treat, and the expense is fairly minimal, but only a veterinarian can help you if that is the problem.

I'd look at diet first. Is the first ingredient on the dog food label meat? It should be.
It is not normal to have thinning fur.
You also did not say what breed. Small mixed breeds can live into their 20's.

More than likley its Mange and you need to go to a vet about this, If it is mange you will have to quarentine is from other dogs (which you should start doing now just to be safe) and you will probobly have to give it antibiotics and a Sulfurated Lime rinse.

hi dogs will lose their hair as they get older how much depending on what type of dog you have and yes i would change the type of food you feed him and try somthing that will help his coat

It is not uncommon for dogs to lose their hair as they age but I wouldnt rule out switching his food to a brand that is suited better for older dogs.

Are you getting thin at the top? If I'm not wrong, I think your dog is imitating its owner.
If so, perhaps you should change your diet.
