I think ANY dog can be obedient. It all depends on what you are doing with it. Family pet, Agility, Obedience, 4-H...? I would say Goldens, Saint Bernard's, Great Danes are most laid back and loyal. On the other hand-
Labs, Collies, and the Toy Group are most highly active. They are sometimes easy but usually they are harder because they ALWAYS NEED to be ACTIVE and doing something otherwise they WILL do what THEY want to do!
I have a lab and he is VERY hard to train- but they mature VERY SLOWLY! My Golden he did not even need to be trained because he was loyal and obedient.
ALWAYS try and use POSITIVE reinforcement! Not ALL the time you can- but it works best being POSITIVE!!!

It depends on a dogs temperment. Some dogs just can't be trained for particular things, because of short attention span. Personalty plays an important part, in training as well.

border collies are the smartest breed of dog in the world! im not making this up it has been proven before! geta border because big brain can remember morwe comands. but better yet go to the shelter and adopt a dog that neads a good home and it should be happy to abay a few comands in turn for a good home and food

Border Collie. (This is the back and white sheep dog) They are probably the most intelligent breed. The are easliy trained and have great natural instincts.

my black lab is extremely obedient....
he seems to know just what I want him to do and does it.... sometimes before I even tell him. he was the runt of the litter and is extremely mellow.... not a hyper dog at all.... just aims to please...
I NEVER had extensive training with him either... other dogs you could probly train to become obedient but labs are extremely easy...

Any dog can be loyal if you train him from his younger stage.
But if you want instinctivly loyal, go with Great Danes, German Shepards, Chow Chows, Collies, or Saint Bernards.

it depends on the type of training used, labs are the easiest because the just want to please, however if you use a more agressive training style they will nt do as well
