When i double clicked the "REGEDIT" the system saying, the administrator can not aloow to edit (like that). but i'm in administrator user (windows XP Prof) , what is the problem

you try this one:
just create an onther user with admin prmissions (if you are in admin then you can do it) then try that again i think you will get that

are you on a network controlled by a domain controller? perhaps the administrator of the network as disabled that feature in 'local policies' for that computer.

being call administrator does not mean you have administrator priviliges.

check to see if there's another user set up which does have administrator priviliges

Try this: start, run, type regedt32 and hit enter. This should give you access to the registry.
