I going to take a shot in the dark and assume you're talking about the U.S. You can leave without paying. You can live anywhere in the world that will have you. Now whether they will let you do that free or not, I can't answer.

You will have to buy a ticket (poor baby) but then you are free to go. ...but where? and be sure not to pull out that American passport to facilitate your processing anywhere else. You just don't want to have pay taxes and utility bills-be honest! Freedom always comes at a price-are you really that naive?

You can go to any country you'd like. But THEY will make you pay to become a citizen. The U.S. won't charge you a damn thing to go. Find a country, contact their consulate and find out what they charge and what you need to file.
