Pyongyang is the capital of North Korea. That's as close as I can get. I don't have any idea what Pongyang means.

Pyongyang is the capital of North Korea.
Technically, the name means "capital of willows", as the city has many willow trees. So I guess you are comparing your sister to a willow tree.
